I was talking with Mr. Bruce Shepherd this morning on this point before I saw the opinion of the Attorney General, and I understood Mr. Shepherd to say that he regarded the term "waters" as including the shore to high water-mark. This is a very important matter and as opinion seems divided, I would suggest that the Secretary of State be asked for a decision.
